Does ADB support cheating?

Experience: I was a coordinator of a donor funded HIV program supported be BftW Germany. The name of the program was 'Prevention and Awareness Development Program on HIV/AIDS'. Ahasana Akter was on the Program Officers and Moslima Khatun was one of the Paramedics of my program. After a certain period Ahasana Akter ( the Program Officer) joined another organization named Nari Moitree supported by Asian Development Bank (ADB). In this case, Ahasana joined Nari Moitree, violating the condition of her appointment letter and without any clearance from me or my organization. On the other hand, Moslima Khatun (the Paramedic) joined another organization named Marie Stopes. Marie Stopes did not accept the joining letter of Moslima Khatun without clearance certificate from her immediate supervisor as well as the previous organization. Moslima came to me and took her clearance.

After few days I came to know a very reliable source that Ahasana is working at Nari Moitree supported by ADB. I sent an email as well as a hard copy to the Executive Director of Nari Moitree and Representative of ADB informing that Ahasana has left our organization without taking any clearance from me and that is why I am facing problem. An officer(!) from Nari Moitree called me after 2/3 days and said that they have nothing to do and ADB has no objection or guideline to appoint such staff without any clearance. I had to face a great loss because of such an incident cooperated by Nari Moitree supported by ADB.

Opinion: After the experience I gathered for the above mentioned case, I firmly believe that ADB support cheating. Dear readers, please compare the two employee's joining history and you will definitely agree with me.
