SSC is equivalent to Masters Degree!

Mr. Ataullah Siddiquee (Tapan), is a program officer of a donor funded program of a renowned NGO of Bangladesh. He was a dock labor at Chittagong shipyard and his actual educational qualification is SSC (I have never seen the original certificate). The authority of the NGO has appointed him in the post of a program officer as a bachelor degree holder and experience for the years. His personal file contains of fake certificates which were made by the office assistant being ordered by the authority of the NGO.

Take a short look on the qualities of the said person:

• He is cousin of the Executive Director of the NGO (this is the main quality). I have wrote in my another article, 'Are the NGOs violating human rights?' about the relationship with the executive director.  
• The authority has given him the termination power of any staffs
• He is a good manager (!) according to the authority of the NGO.
• He has quality of maintaining good relation (gender issue) with the female staffs.
• He can challenge any staff at any situation.

His performance against the above mentioned quality:

• He uses blanket for relief of the cold wave victims as carpet of his own house.
• Local people know him as an owner of the NGO.
• He maintains the accounts of the NGO verbally.
• No female staff can work without good relation (!) with him.
• He cuts salary of the staffs of working in the branches without any written notice or documents.
• Staffs are bound to sign the salary sheet as supplied by the said supervisor. 
• All the program coordinator or manager's jobs depend on his recommendation to the executive director.
• No finance or administrative rule applicable in case of his TA bill. As for example, he can avail the CNG auto-rickshaw whereas no other program officer is entitled to get bus or normal rickshaw.
